Reptile is up the stairs

Anyway this seems like a borderline stomp for Diavolo. I don't see how Reptile will ever win. Time Skip just immediately puts him in a guarenteed kill position and Reptile has no idea how he got there or what happened. In conventional terms, it's a worse time stop in the sense that Diavolo can't harm anyone during it, but the end result ends up being the same as if DIO were to stop time and resume it while behind his enemy waiting to strike.
His attack style also isn't about beat downs like every other Stand user, he prefers to literally dismember people entirely with only a single punch. There is no surviving that if he performs it on Reptile.

Also, holy shit I just noticed the symbolism between the two Polnareff staircase scenes from Part 3 and 5.

It will be a uphill battle for Reptile. While he may be tact enough to find a way to observe the time skips (like how Polnareff did with blood droplets) in tandem with dialating his perception of time to realize Diavolo is right behind him, allowing him a few close calls and maybe even a counter, Diavolo's raw power and range advantage are really good for dealing with Reptile.
