Speed wouldn't matter much.

Yamamoto's flames cover his body in a protective armor with flames as hot as the sun, and his flames when he is attacking with his sword can erase people from existence.

Reg can't touch Yamamoto without dying, nor can he be touched by Yamamoto without being erased.

As for the hot as the sun part, Regigigas is higher than Regice, who can tank being in magma hotter than the su, then again.

This should make it fair enought now.
