It should. It states that it built them with its own power. The late starter ability aside, it is still superior to them, the reason it has said ability is to hold back its power as during its unveiling it was literally one of the most powerful pokemon in the meta. But that has nothing to do with in-canon circumstances. Either way, by giving them portions of its own power, it's safe to say that it has reflexes on par with them, which are Hypersonic+ I presume?
