Regarding Dimensions and High 2-A

I've been thinking about this for a short while

If someone was able to create a dimension that's not infinitely expanding but already infinite in size, would they be considered 2-A, High 2-A, or tier 2 at all?

Er what? Like is it an infinite sized realm then isn't it infinitely expanding?

Yeah that. A realm that's already infinite in size and is not expanding infinitely like a regular universe would.
