Red Metal: Erza Scarlet vs Scizor

Because this match would be cool. Both are Scarlet colored, both have metal as their primary weapons.

Speed equal. This is a trained Scizor. Both are 7-A. Erza has no access to Flame Empress, Wingblade, or Nakagami (or any of her High 7-A armors, obviously). Scizor cannot Mega Evolve nor use Synergy Burst.

Quick question, how are priority moves regarded in threads like these? For example, in the games, Bullet Punch, which Scizor learns, always goes before the opponent no matter the opponent's speed. The only ways to stop this is to create Psychic Terrain, which stops priority moves from working, have a higher speed stat and use a move of equal priority level (Bullet Punch is +1 priority) or use a move of a higher priority level (Extremespeed, for example). What I'm trying to ask is, would Bullet Punch automatically be faster than Erza, or are game mechanics such as that not taken into account here?
