Isao Shinomiya should scales to this feat since his weapon and combat suit is made from the corpse of Kaiju No. 2, not to mention he is the only one in the world to use it. However, this would only scales to his Main Burst aka his AP only, since it was stated to be Kaiju No. 2's Main Burst. Not to mention that it is stated two times that due to his human body, he is unable to utilize the full power of KN2 without destroying his body as well as the fact that current he is not in his prime
Kaiju No. 9 scales to this feat since he fused with Isao and absorbed the power of Kaiju No. 2 and since it has a kaiju body, it should be able to handle the power and endure it better than Isao. It was his goal for this whole arc after all to obtain No. 2's power. This is further supported by the fact that it was able to block a full power punch from Kafka, although slightly injured (See below in the thread for Kafka's scaling)
Kafka scales to the feat for being stronger than Kaiju No. 6 at full power
Kaiju No. 2 was neutralized way back in 1972 and yet Kaiju No. 6, who was only neutralize 10 years prior to the main story, is the one that earns the title of The King of Kaiju due to its power. This is further supported that when converted into a weapon, Weapon No. 6 is stated to be the strongest and most dangerous of all the numbers weapons in the Defense Force, which includes No. 2's that Isao Shinomiya is using. This all means that the Fortitude 9.6 Kaiju No. 6 should be rated above Kaiju No. 2 in terms of power. Then Full Power Kaiju No. 8 will be above Kaiju No. 6 since his Fortitude is 9.8
