So speed in Re Zero has been messy to say the least, before arc 7-8, I think we reached a relatively decent place, but once again we have to revisit it. I am first going to present all the speed feats, and then we will go from there.

Supersonic Feats

Wilhelm

While fighting with Theresia, their fight is stated to be on a level that not even sound could intrude

Beside him, the swordswoman was being pressured by Wilhelm’s slashing sword attacks, forcing her backward.

“Do not assume you can retreat with ease! I must know for certain!”

The Sword Devil dealt out more attacks without mercy. However, the woman skillfully wielded her longsword, parrying each and every sword blow while evading pursuit with highly polished footwork.

Her body almost seemed like it was designed for the sole purpose of wielding a sword.

Wilhelm was exhibiting swordsmanship on the same level that he had brought out during the fight against the White Whale. The swordswoman engaging him displayed excellence in technique and creativity, along with a superhuman sense of balance.

Lashing blades whistled through the air and scraped against the ground as they ran along their paths, parrying, redirecting, and defeating each other’s blows.

Not even sound could intrude as their incredible sword duel continued, each attack and defense so polished that it was no exaggeration to call it the pinnacle of the sword.-Volume 17, Chapter 5

Elsa

Can throw her knives faster than the sound they produce

“Garf, underestimating that woman due to her appearance will only get you hurt.”

“Ha! When it comes down to it, the only one I treat in this world as a woman is Ram.”

“I am certain you think that sounds manly, but it would make Ram laugh out loud.”

“What’d ya say?!”

Frederica had a look of disbelief as Garfiel turned toward her indignantly.

That instant, a pitch-black disc flew from the murderous woman’s hand at incredible speed—no, this was no disc. This was a large knife spinning with incredible speed. Leaving even the sound of ripping the air trailing behind, the blade sailed toward Garfiel’s head.

“Now, hold on.”

A mere instant before it split his head apart, Garfiel agilely used his left arm to deflect the disc. The skillful alteration of the disc’s angle sent the knife gliding straight up, making a high-pitched sound as it impaled the ceiling above.-Volume 14, Chapter 7

Flipping her body around like she was dancing, she aimed a curved blade at his vitals with no fixed path, flashing from up, down, right, and left. It almost seemed like some sort of extreme training, but every blow landed without any warning, infused with enough power to instantly end his life.
The tip of the bent blade rent the air, surpassing sound as it swung with godlike speed.
The seemingly supernatural, murderous technique was being countered by Garfiel’s own superhuman skill.
Using the silver-colored shields attached to both arms, he chose to deflect rather than block the incoming blade. He kept redirecting the force of the woman’s attacks skyward, creating openings for counterattacks so he stood a chance at reeling in victory by force.-Volume 15, Chapter 3

Sirius

Sirus reacts to and knocks down Subaru's whip

Taking half a step forward, he swung his right arm like he was circling it overhead. That sidearm motion emphasized speed over force.

As it took flight, the whip was too fast to track with the naked eye. This was another reason Subaru had chosen the weapon: It gave him the ability to quickly land a blow against opponents far stronger than he.

At this rate, the whip would reach the defenseless back of his target, wrapping around her neck and giving him a chance to hurl her down the—

“—Why are you so angry?”

Right as he thought his attack would connect, his target suddenly posed a question, back still facing him.

Almost simultaneously, the silhouette swung her hand without even turning around. With incredible speed and accuracy, the chain that was wrapped around that hand collided with Subaru’s whip, robbing it of all momentum and knocking it down.

Subaru’s eyes shot open, but the moment he felt his whip make contact with the chain, he yanked his arm back hard.-Volume 17, Chapter 1

Roy

Roy catches the tip of Subaru's whip in his teeth

“—Gluttony, Roy Alphard!”

Attempting to maintain his calm any further was impossible.

“Gluttonyyy!!!”

The instant the boy openly declared himself as Gluttony, Subaru unleashed the fastest and mightiest whip blow of his life.

The tip of the whip tore through the air, mercilessly scoring the face of his greatest foe. A direct hit should have peeled the skin back and rent the flesh, leaving a scar so severe that anyone who saw it wouldn’t dare look at it twice, and this blow—

“—Well, lots of people hold a grudge against us because of our feeding.”

Catching the tip of the whip with his teeth, Gluttony spoke those words without a single ounce of shame.

Subaru’s merciless blow, literally the greatest blow he had ever mustered in his life, had been stopped cold without much fanfare.

Still biting the tip of the whip, Gluttony—the one who had presented himself as Roy Alphard—waved his hands in the air as if appealing to the audience. Faced with this foe, Subaru could feel his thoughts boiling.- Volume 17, Chapter 5

Emilia

Volcanica's causal tail attacks are faster than sound. Emilia can catch Subaru's whip bare handed

Volcanica: [ーーI, am Volcanica. In accordance with the ancient covenant, I ask the will of thee who hath reached the summit.]

Within the blink of an eye, two of the ice warriors armed with weapons were shattered with a swing of the tail.
Though each had taken a defensive stance as an instantaneous response, one had everything below its waist blasted off, the other had its right half of its body subjected to the same, as they crumbled, unable to make any decent movement.

Hence, the remaining four headed for the tail returning to its original position from the attacking stance to place a check on it. It may be possible that not simply Alzheimer’s, but its legs and loins had become weaker and unsteady as well.
If it was in a state where simply standing up was arduous for it, then pinning down that tail would be sufficient.

Emilia: “Brace yourselves!”

With the aim of immobilising the tail, three ice warriors joined their arms together.
Attempting to mow down those ice warriors all at once, yet again the tail of the『Divine Dragon』deserted sound behind. Though similar to the whip Subaru used in arrangement, its pace and might was in an entirely different league.
Had it been Subaru’s whip then Emilia could’ve caught it bare handed, but that would be impossible for the dragon’s tail whip.-Arc 6, Chapter 84

Emilia is also able to dodge these tail attacks from Volcanica

Emilia: “ーー~hk.”

Emilia’s breath was packed in response to that approaching tail.
Should she be repelled once, she did not perceive she would have enough stamina left to reach the pillar once again. Should she suffer a direct hit from the tail notched with scales, she would surely be left in a terrible state.
She could not let that tail’s attack connect.

Emilia: “I can still…… work, rea~lly hard!!”

She could not use her arms. However, she could move her legs. She could aim for the top.
Though she had created footholds in order to aim for the top, that shall not be sufficient. There was a limit to the number of ice ploys she could generate at once. She could not let that labour go to waste.
Fulfilling the purpose of the footholds, she then shall be met by that which was endlessーー,

Emilia: “ーーI get it!”

Volcanica: [ーーThou, who hath reached the top of the tower. Step forth through the first floor, almighty petitioner.]

Yet another tail whip drew near Emilia, to whom a great idea had just occurred.
Emilia somehow evaded it by borrowing the ordinary power of the footholds. And, bringing forth the new foothold she had thought of towards the pillar, she ingeniously grasped that『Hand』by extending her own hand.-Arc 6, Chapter 84

Massively Hypersonic+ Feats

Olbart

Throws his kunai at lightning speed

The Vicious Old Man, Olbart Dunkelkenn, leapt with his small frame as he complained grumpily.

The low-leaping, ground-crawling movements of the Shinobi chieftain, the monstrous old man, aimed for the undead sorcerer guarding the blood-red magic circle that was painted at the end of the passage.

The sorcerer turned their palm toward Olbart, and then black filth, flowing from the walls and floor around him, formed chains that roared out to bind the limbs of the approaching monstrous old man――,

Olbart: [I’ve been doin’ this for ninety years y’know?]

Faster than the chains could reach him, Olbart swiftly swung his right arm―― the arm missing from below the elbow, and threw a kunai from within its supposedly empty sleeve.

It pierced between the eyebrows of the sorcerer, who was wary of his approach, at lightning speed, and slammed them into the magic circle on the wall. Immediately after, Olbart struck with his left palm, and pierced through the sorcerer and the magic circle.

His martial arts, which had been honed for as long as he could remember, shattered the sorcerer and the magic circle to pieces.- Arc 8, Chapter 67

Ceclius

Released karate chops at lightning speed

Cecilus: “―― Lick . I see, now this is a peculiar flavor. I guess it should be called gemstone flavor?”
That instant, Cecilus stuck out the tip of his tongue, and he ascertained the taste of the belt of light that was about to bore into his face right before evading it. The sensation his tongue perceived was hard yet soft, and the flavor was, as stated, close to that of a gemstone.
It was just like the flavor one would get if they were to put a gemstone that resembled
hard candy into their mouth, and the following disappointment―― namely, those were the belts of jewels the heroine was clad in.
Cecilus: “Come to think of it, you started off by sending light and fire flying and then swapped to pillars of stone and limbs of earth along the way. Are these jewels the next progression of that… they are truly quite elegant so I like it! How splendid oh how splendid, the feeling of climax is rising!”
Retracting the tongue that had licked the belt, Cecilus roared with laughter at his surge of morale.
In this eleventh hour, in this decisive bout, he was filled with awe that his opponent was a heavenly maiden clad in a feathered robe of gemstones.
And in addition, he had gone and formulated his own understanding from the results of their earlier combat.
The karate chops that Cecilus had unleashed at lightning speed, they had the might to split an iron castle in twain, let alone a wall of stone. But, though he could not say for sure, he had heard that among gemstones, there were some that were harder than even those materials.
That was to say, the heroine whom Cecilus was opposing was――
Cecilus: “――The heavenly maiden of diamond!!”- Arc 8, Chapter 57

Ran at lightning speed against Mezoreia

Kicking off the white snow that had piled up, a shadow raced unhindered across the battlefield.

The ground, covered with a thin layer of ice, was slippery all over the place, the lingering temperature was so exceedingly cold that it seemingly cut through one’s skin, and an enemy, so formidable that it paralyzed one’s instincts, was looming from above. Outright rejecting these various circumstances, at lightning speed, the shadow ran past from behind.

Mezoreia: “You, you, you――”

Cecilus: “Ahahahaha! Instead of «you», you should call me Cecilus Segmunt! You are more than welcome to address me so loudly that it echoes all over the battlefield…”

Mezoreia: “CECILUS SEGMUNT――!!”

Cecilus: “Yes, exactly!”

Leaving behind a grinning afterimage, the very next moment the soles of his zori pierced the side of Cloud Dragon’s face.

With an explosive sound, its head flamboyantly bounced back, and Mezoreia’s giant body swayed wildly in the air. Emilia was surprised by how a boy much smaller than her had accomplished this.- Arc 7, Chapter 104

Maneuvers at a speed that can be mistaken for a lightning bolt

On the stage of the melted second bastion, the vain struggles of the out - of - place actor with a minor role continued. The atmosphere wobbled unsteadily due to the effects of the heat wave that engulfed the surrounding area, clearly transforming
the space into something from a different dimension.
humans would not be able to adapt to a world being remade into hell with every passing moment.
Trees and buildings were set ablaze, and grit and pieces of the street had begun to melt. His palm gripping the dao made a sizzling sound, and he was unsure if even his clothing would ignite at any moment.
The circumstances they found themselves in were such that by just standing there it would not at all be strange for them to be turned into a ball of flames the next moment. In fact, more than once or twice, that had been the case.
And yet, in spite of these incredibly harsh circumstances――
???: “Ta ta ta ta ta ta ta ta ta ta ta ta ta――!!”
The leading actor furiously ran over the bubbling, boiling magma, maneuvering at a speed that could have been mistaken for a lightning bolt.
With his disheveled, deep dark blue hair dancing, running with his bright pink kimono fluttering was Cecilus Segmunt, the flamboyant, self - proclaimed leading actor of the world.
His speed as he sprinted over the magma, his incredible leg strength that one would not expect from a slender child’s legs, his seemingly inexhaustible stamina, and his courage to cross paths with an enemy that could remake the world in the blink of an eye, and the power of fate, were all first - class.- Arc 8, Chapter 56

Cecilus can leave sound behind and run at lightning speed

Cecilus escaped the beam of light thanks to his unreasonable ascension, and before right or wrong could come as a result from that escape, the reconstructed light belts ate into the colorless beam of light from within, and began to chase Cecilus through the sky.

As the twelve belts entangled in a helix, its tip radially expanded while pointing towards Cecilus, and just as a carnivorous plant would captivate bugs with its beautiful petals, it bit at him. The flower petals closing like a bud, Cecilus would have no means to escape being swallowed by the diamond flower.

That too, surely, would only have been if it were the Cecilus who was not the current Cecilus.

Cecilus: “Bang.”

And, the sound of an atmospheric explosion a hundredfold of the sound he had voiced shook the battlefield.

Unfortunately, although Cecilus himself had shut out all sounds and thus could not hear it, he was sorry to the eardrums of the heroine and of Al who were also present in this location. But then again, the thing that made him want to complain the most, was probably the sky that Cecilus had kicked, and had caused to explode.

Cecilus, who could leave sound behind and run at lightning speed, was well aware that the atmosphere had walls. Kicking those walls was not an easy feat, but it would have been troubling to be disdained as a poor actor who had messed up the climax. Even if he was performing without a rehearsal, perfectly captivating the audience was essential for the leading actor.-Arc 8, Chapter 57

Approached lightning speed while carrying Arakiya

Cecilus: [Well then how about this now, if you want to tag along, then pursue me with your eyes, pursue me with your heart, and pursue me with your very soul―― ohh!?]

Kicking off the ground, Cecilus approached lightning speed with Arakiya in his arms.

Yielded in the air as if to surround the range of Cecilus’s sprint, were many beautiful mirrors fabricated with water―― the surfaces of those mirrors reflected the white rays of heat fired by the Witch, and a boisterous dance of light commenced.

From all directions, lethal luminescence was chaotically fired, targeting Cecilus.

Cecilus: [I-da-da-da-da-da-da-da-da-da-da-da-ten!]

Amidst the berserk tempest of light, Cecilus ran through it as if he were dancing. He inclined his body, leaned forward, stretched out his legs, lowered his posture, and occasionally stepped over the light with long strides.

And for the angles he could not evade, he would utilize the blade of the Dream Sword, and would cleave the water mirrors reflecting the light in twain. With the splashing sound of a flat stone skipping across the surface of water, he basked in the scattered droplets of the broken water mirrors, and cut his way through the storm――,- Arc 8 Chapter 65

In the same feat here, where he is stated to be lightning speed, he is reacting to cutting through light-speed attacks....

Caught up to Mezoreia with lightning speed

On one corner was a Dragon clad in clouds, separated from ordinary creatures by the sheer nature of their very existence.

And, while the blue-haired boy on the other corner would perhaps look and talk like a small child, he was flying around the battlefield with a fighting style that would put any adult or Emilia to shame.

The battle between the Cloud Dragon Mezoreia and Cecilus Segmunt was now a legendary one.

Cecilus: [Shuwa!]

With the soles of his zori on the icy wall without any apparent aid, Cecilus’s body ran through the air at an angle parallel to the ground.

Without anything to hold on to, the human body would normally fall to the ground. Yet, Cecilus ignored such natural principles and made use of the towering ice wall as a foothold from which to approach the Dragon above Emilia’s head.

Taking one last powerful step, Cecilus’s body caught up to Mezoreia with lightning speed.

Mezoreia flapped its wings and tried to keep its distance, but it was at the mercy of his maneuvers, being hit by the slash of an ice sword to its exposed neck without being able to defend itself, once Cecilus had avoided its swinging claws.-Arc 7, Chapter 106

I have posted quite a bit here, and it's still not everything, this compilation has what I have here plus more, and it's literally dozens of statements saying Cecilus is lighting speed, it's absurdly consistent.

Jiwald is Lightspeed

It's stated to move in a straightforward way, and is a heat ray that moves at light speed

Jiwaldo!!!”

In a split second, a hot ray was unleashed straight at the two of them hanging in midair.

It carved away at the world in a simple and frighteningly straightforward way, just like light itself. In other words, it roasted everything in its path. It was a blade of heat that burned and severed everything.

It was direct, and it might seem easy to avoid, but it raced at light speed, chasing right after its prey.

Even Stick Swinger wouldn’t be able to anticipate a beam attack from someone outside the ring—

“—My sword can even cut light.”

Before they even could hear what sounded like mere bravado, the chopstick attack he unleashed tore straight through the heat ray.

Everyone’s eyes widened at the unimaginable, unbelievable scene. But the man just grinned tauntingly, as if it was only natural—and he still kept pummeling Julius all the while.

“—Gh! Jiwaldooo!!!!”

Her bloodshot eyes were totally focused as she cast again—

Spreading her hands wide, casting the heat ray spell again was Anastasia, a deadly determination coloring her beautiful face. Her fingers were spread, and from their tips, ten separate rays fired, all right at Stick Swinger.

—And Stick Swinger picked an astonishing way to avoid getting hit.

“Kah!”

He cut the light rays closing in on him with his chopsticks again, then immediately shot through the air and descended sharply, striking Julius precisely in the solar plexus with the tip of the chopstick and pinning him to the floor while dragging his whole body across the ground.-Volume 22, Chapter 4

It also reflects off surfaces such as Grimm's shield

“Grimm!” Carol shouted as the attack hit home. She could be cool, but deep down she was kind and pure. Her fragile heart was surrounded by a shell like glass. So although she could appear hard, she was in fact quite delicate. She wanted to support Grimm—even if he, who had relied on her help so much lately, might have thought that was ridiculous.

Even so, in the days before this battle, her thoughtfulness had been his salvation.

“—”

Grimm felt the grip of his shield heating up under the beam’s assault. It burned as though he had put his hand to a hot soup pot, but he refused to let go.

He couldn’t use a sword. He had no voice. He would not relinquish his shield.

“My Al Ziwald. He—?”

Across from Grimm, the witch could hardly speak for amazement. Grimm’s shield was catching the beam from her hand, reflecting the all-consuming heat up to the ceiling of the great hall.

The heat was the only thing that affected the shield; there was no further damage to it. The shelter had saved Grimm and Roswaal.-Ex Novel 2

They also reflect off mirrors

Al: [At any rate, it seems like if Lil’ Miss Arakiya dies, the base of the Empire will collapse!]

Cecilus: [I see I don’t get it in the slightest!]

Being told something that sounded like a joke in a manner that did not seem to be joking, though Cecilus smiled, he did not laugh; snatching Arakiya from Al’s hand as they passed each other, he accelerated.

From all directions, lethal luminescence was chaotically fired, targeting Cecilus.-Arc 8, Chapter 65

Arakiya is Lightspeed?

The case for this maybe weaker, but lets entertain it. Spirit Eaters take on the nature of the spirit they eat, thus Arakiya can transform into light

At Priscilla, callously stating this unexpected answer, Yorna’s mouth was left agape from the shock.

However, this shock was negated by Priscilla’s grasp of the radiant Yang Sword. That strange phenomenon from earlier, was.

Yorna: “Priscilla, with the Yang Sword, you should be able to reach any opponent. Provided their soul hasn’t been severed by the Life Sword…”

Priscilla: “Even without you telling me, Dear Mother, I am painstakingly aware of that. However, there is something you are mistaken about.”

Yorna: “Mistaken?”

Priscilla: “My Yang Sword burns what I wish to burn and slashes only what I wish to slash.”

Saying that, Priscilla slowly raised the tip of her Yang Sword. What assembled beyond the tip of the Yang Sword, as Yorna followed it with her gaze, was Arakiya, scattered white light forming her figure little-by-little.

Reflecting the nature of the Spirit they had devoured, the Spirit Eaters were said to be able to house the strength they possessed in their bodies—— While the true nature of this rare ability was unknown, the capability for its capabilities to be expanded upon was remarkable.

Just now, by what principle had light transformed into a body—— once that was pondered over, it became clear.

The Yang Sword slashed what it wanted to slash, a treasured sword able to reach all things.

Priscilla: “——Is that fire, water, or wind? If that becomes indistinguishable from light or shadow, there is no doubt that it becomes difficult, but even so, I can still reach you.”

Meeting the gaze of Arakiya, whose eyes were the same hue, Priscilla’s crimson eyes narrowed.

The owner of the Yang Sword that could reach all things, and the transcendent being, possessing the ability to transform into anything, confronting each other—— –Arc 7 Chapter 95

The strike that should have caught Arakiya was bereft of a hit reaction, rather, the expected impact had been slightly off, instead producing a solid sound.

From how it appeared, the thick sole of Yorna’s upwards kick had collided with nothing other than the blade of the Yang Sword swung down by Priscilla.

Their pincer attack had missed their very important opponent, they had rather astoundingly struck one another instead.

What was more surprising, was that the collision of both Yorna and Priscilla’s attacks had been inside Arakiya’s seemingly flickering body.

Yorna: “It… passed through her?”

Priscilla: “How impudent.”

Immediately after Yorna’s astonishment and Priscilla’s irritation spilled over simultaneously, Arakiya’s body, having seemingly taken in both attacks, glowed white as a counterattack was unleashed.

It was as if Arakiya’s whole body had exploded―― No, it had, in fact, exploded.

Arakiya’s body scattered into rays of white light, dispersing with terrifying force spread in every direction like buckshot, hitting Yorna and Priscilla like a fountain of water.

Yorna: “Kuh…!”

In an instant, Yorna gathered the fine pieces of dirt that had been whirled up by the previous gale, and clad herself and Priscilla in a cloud of dust.

Rather than “cladding” them in clothing that stuck to the body, it was a delicate technique that circulated around one’s figure at high speed to repel attacks.

If Arakiya’s buckshot merely held the firepower one would discern at first glance, this would have reduced its power just enough. However―—

Yorna: “――Hk!!”

Easily penetrating the cloak of earth wrapped around them, Arakiya’s rays pierced Yorna and Priscilla.

Blown away by the impact, Yorna dropped to the ground while screaming in agony. With all her strength, she instantly burrowed her stretched out feet in the ground to avoid an unsightly fall. –Arc 7 Chapter 95

Arakiya has all natural phenomena under her control

Even though she had received an answer, her cheeks hardened at the fact she did not understand it.

Then, Arakiya freely flew in the sky at high speed to escape, causing cataclysmic waves of natural phenomena.

Yorna, being airborne, had no way to avoid her onslaught of wood, fire, earth, metal, and water.

Yorna: “As was the case even before I made peace with the Empire.”

Spinning those words from her loosened lips, Yorna ran through the air on the footholds of earth that rose one after another.

While resentful in spirit, but also full of joyful emotional attachment, were she to decide to love the Vollachian Empire in its state, in its entirety, then the ground itself would respond and continue its ardent support.

Avoiding the rain of fire, the spears of water, the great waves of wind, and the slashes of light at every turn, Yorna once again closed in on Arakiya. –Arc 8 Chapter 9

To cut what one wanted to cut, and to burn what one wanted to burn, was the true essence of the Yang Sword’s properties.

In a demonstration of its true value, its white flame could deliver Priscilla’s slashes without regard to Arakiya’s characteristics, even if Arakiya had all natural phenomena as her ally. –Arc 8 Chapter 9

Relativistic/Lightspeed Feats

Emilia

She reflexively deflects Sphinx's Jiwald, which then chased her from all directions, and she slices

Sphinx: [――Elimination: Required.]

At that moment, towards the woman who had slightly tilted her head―― a white light shot from Sphinx’s finger, and with an “Eh”, Emilia deflected it obliquely using a mirror of ice she conjured on reflex.

If Emilia’s specialty had been the Earth attribute instead of the Fire attribute, the earthen or stone wall would have been pierced through in a single shot, and possibly resulted in a fatal injury.

It was an attack brimming with murderous intent, to the extent that it would make one shudder.

Nevertheless――,

Emilia: [Jeez! What a reaaally abrupt start!]

The white light had not been released as a singular shot; rather, chasing after Emilia, as her silver hair danced, was a hot beam of light that sliced through the world, and with it the battle had begun.

Her opponent looked exactly like Echidna, and also like Echidna, seemed to be good at magic.

But, the same was true of Emilia.

Emilia: [If that’s what you want to do, then I’m going to give it my all too! After making sure you can’t move, I’m taking you to Subaru and the others!]

Sphinx: [I do not wish to meet them ever again. Hence, I shall take your life here, and ascertain the type of expression Pricilla Barielle would have.]

Emilia: [――! Do you know where Priscilla is?]

As she sliced away the attacks of light released from all directions with a sword of ice that shone like a mirror, Emilia’s amethyst eyes sparkled in response to Sphinx’s words.- Arc 8, Chapter 68

Priscilla

Priscilla and Yorna working together, can reach speeds comparable to light

Arakiya: “――――”

The tree branch in her hand burst into flames from tip to tail, turning into black dust.

The branch was just something she had picked up; it had no special power. It was merely a clear indicator that defined where Arakiya intended to direct her power.

The fact that she had burned that wooden stick was a sign that she was unleashing firepower that needed no aiming.

The Spirit Eater, Arakiya, was regarded as one of the Empire’s strongest, and her greatest power had been unleashed only a single time, during a skirmish with Cecilus Segmunt.

Because the opponent was Cecilus, no damage had been done to them, but Arakiya’s rampage had left the northern part of the Imperial Capital a burnt wasteland. The Emperor, Vincent, had told Arakiya that it would not be tolerated a second time. Later, at Chisha’s suggestion, the burnt land was reused as a reservoir, but the blow had been powerful enough to redraw the map.

???: “――Everything in the world is made for my convenience.”

――The slash issued by a dignified and confident voice drowned everything out.

A flash of the Yang Sword swallowed the flames that would have scorched the world black.

Prisca leapt to Yorna’s side, her long, beautiful hair fluttering in the hot wind as Arakiya was reflected in her eyes, one lit by flames and the other not. And then――

Priscilla: “Dear Mother.”

The moment her lips moved, Yorna, moving from behind Prisca, unleashed a ferocious kick.

Prisca, who aligned her feet with the sole of the unleashed kick, converted the momentum of the kick into her own forward motion, launching herself and approaching Arakiya with a speed that could be mistaken for light.

Prisca then raised the Yang Sword in her hand,

Priscilla: “Arakiya.”

With a flash, and a single word, Arakiya’s movements were all sealed off.

The reflexive defensive action of Arakiya, an evasion that blended her with the atmosphere, was twisted and crushed by Prisca’s flash, mercilessly piercing her entire body.

Arakiya: “――――”

Arakiya’s consciousness, was cut off.

Ironically it was very much like the time Arakiya had unleashed her most powerful fire and turned the northern part of the Imperial Capital into a scorched field, she was struck by Cecilus’s flash right afterwards, and had had her consciousness cut off in a similar fashion.
- Arc 8, Chapter 9

I should note this was done by Priscilla and Yorna while under the effects of Soul Marriage which is an amp, so don't consider this something that scales normally. Though Soul Marriage isn't that big of an amp to people who are already strong

While fighting Sphinx, who fires Jiwald at her, Priscilla deflected/destroyed the Jiwalds

Priscilla: [――――]

For a moment, Priscilla’s figure disappeared from everybody’s sight―― the figure of the Sun Princess perforated the curtain of flame, and shot directly towards the sealed magic crystal bud within the Giant Magic Crystal Soldier’s head.

It was an act accomplished thanks to the three Yang Swords―― riding upon her own Yang Sword, which had been launched out of the sheath of the sky, Priscilla soared with the Yang Swords of her brother and forefather in hand.

――The Yang Sword upon which Priscilla rode, its tip thrust into the magic crystal bud, and tearing through the closed flower petals, it made its way inside.

???: [――Priscilla Barielle.]

That instant, the barrage of light orbs, intended to intercept her, was cleared away by the King of Thorns’s Yang Sword.

As flame enshrouded her field of vision, Priscilla stepped down onto the floor and advanced.- Arc 8, Chapter 74

Yorna

Yorna was able to intercept/block Sphinx's Jiwalds while there were in motion, going towards Priscilla

???: [――Priscilla Barielle!]

At this moment, after deconstructing the magic crystals with the activation of the incomplete magic circle, there were forty-four Witches that Sphinx had manifested by absorbing some of the vast amount of Mana.

Each of them turned their palms toward the sky, and light appeared around the descending Priscilla.

But――,

???: [Don’t look away and don’t touch the dancing lady!]
???: [I dunno about that. That’d be a bad move.]

Not missing this opportunity, the transcendent beings interfered, reducing the number from forty-four to thirty-six in one fell swoop.

Despite that, the balls of light, more than enough to threaten one person, gathered together all at once towards Priscilla. A lethal attack from all directions, it tried to capture the sun as it escaped its captivity――,

???: [I won’t let it!]

Responding to that cry of parental love, the streets of the Imperial Capital shifted and moved before shooting out like spears.

They blocked the blasts of light that were trying to reach Priscilla in the air, and a series of explosions and blasts painted the sky as they protected her.-Arc 8, Chapter 72

Yorna was able to react to Arakiya's light attacks, cladding herself and Priscilla before they hit them

“It… passed through her?”

“How impudent.” Immediately after Yorna’s astonishment and Priscilla’s irritation spilled over simultaneously, Arakiya’s body, having seemingly taken in both attacks, glowed white as a counterattack was unleashed.
It was as if Arakiya’s whole body had exploded―― No, it had, in fact, exploded.

Arakiya’s body scattered into rays of white light, dispersing with terrifying force spread in every direction like buckshot, hitting Yorna and Priscilla like a fountain of water.

“Kuh…!” In an instant, Yorna gathered the fine pieces of dirt that had been whirled up by the previous gale, and clad herself and Priscilla in a cloud of dust. Rather than “cladding” them in clothing that stuck to the body, it was a delicate technique that circulated around one’s figure at high speed to repel attacks. If Arakiya’s buckshot merely held the firepower one would discern at first glance, this would have reduced its power just enough. However――

“――Hk!!” Easily penetrating the cloak of earth wrapped around them, Arakiya’s rays pierced Yorna and Priscilla. Blown away by the impact, Yorna dropped to the ground while screaming in agony. With all her strength, she instantly burrowed her stretched out feet in the ground to avoid an unsightly fall.-Arc 7, Chapter 95

Cecilus

Despite being surrounded in all directions and attacked by Sphinx's Jiwald, Cecilus was able to evade them

Cecilus dodged Arakiya's light attacks

Arakiya’s entire body radiated white light in the air, and a moment later, a flash of light scorched the spot where Cecilus was running.

The unleashed spear of light pierced into the magma, and a beat later, everything within a radius of a few meters around it had compressed, and was immediately blown asunder. The imploded magma and the destructive force that had caused said implosion then spread out to the surrounding area, scattering it over a radius nearly ten times the size of the initial compressed space.

Rendered speechless, albeit he knew himself to be out of range, Al reflexively covered his head with his arm to protect it; with his vision covered he could still that though that single shot alone had been horrifyingly powerful, the bombardment still continued without cease.

One, two, three, four shots were fired in rapid succession, each shot reshaping the form of the Imperial Capital. Streets ceased to be streets, and land ceased to be land. They were fired one after another, pursuing Cecilus as he ran on the ground, but even he――

"Ta ta ta ta ta ta ta ta ta ta ta ta ta ta――!!!" Splatters of the scorching heat known as magma were scattered about, the gaze of the blinks of destruction known as flashing light were evaded, and Cecilus broke through the white dust in a mad dash through the space where death rained down incessantly.- Arc 8, Chapter 43

Roswaal

Roswaal was able to dodge Sphinx's Jiwald and punch her

A beam of light had glanced toward, then through, the soldier’s neck in the blink of an eye. His head evaporated. She had done it again and again until six soldiers lay on the ground.

“Ah… Ahhh…” Carol, still unable to move, made a noise of astonishment at this slaughter. Even if they hadn’t been constrained, it had happened so fast it would have been almost impossible to evade. On a visceral level, she understood that if that finger happened to point at her, it would be the last thing she ever saw. Her carefully honed sword technique, the ideals she held so dear—none of it meant anything in the face of this monster.
...
“I told you,” she said. “I will kill you.”

“A shame.” Her words were dispassionate. And then her finger glowed.

As Carol watched, the beam of light shot straight at Roswaal. The beam of light flew at Roswaal almost faster than the eye could see. It moved so quickly that Carol could make no move to guard her mistress; somewhere inside she resigned herself to watching Roswaal explode. But her despair turned to amazement.

“…Well. Well…”

“Didn’t I tell you? I am the one who will kill you.”

Sphinx was clutching her abdomen, which had been hit. For the first time, she was breathing with pain. The source of the injury was Roswaal, who had dodged the beam of light and stepped in to deliver a punch.-Ex Novel 2

Grimm

Grimm was able to intercept Sphinx's Al Jiwald

“Al Jiwald.” She intoned the magic for the ultimate form of Jiwald, her death ray.

The beam that had previously come only from the tip of her finger now burst from her entire palm. It was as if her hand was reaching out to annihilate everything in its path.

The destructive ray speared diagonally across the great hall, and death drew nearer by the instant. Even Roswaal would be hard-pressed to dodge it; she found herself hardly able to speak with astonishment.

Similarly silent was the young man who brought up his shield and met the beam head-on. Grimm threw himself between Roswaal and the beam of light an instant before it annihilated her.

“—”

He hadn’t been sure he would win or even survive. Until now, neither victory nor survival had influenced Grimm’s life as bad luck had, so what came of his blocking the light with his shield was also a gift of his “bad luck.”

“With a mere shield…”

This was not like stopping any normal attack. This was the light that had decimated the castle’s great hall and all but evaporated the royal guards who now lay dead in the corridor. It could pierce armor; it should certainly have been able to do the same to a shield.-Ex Novel 2

Carol

Carol dodges Jiwald, while in mid air

“Base creature. Do not make light of the sword technique of Remendes, my house, which serves the Sword Saints,” Carol said sharply. She raised her sword and, with a light-footed leap, jumped into the air, throwing herself at the witch.

Sphinx met this sudden, direct assault with a glowing finger. “A futile death indeed. You would have required innovation to reach me.”

The beam lanced out. Carol, hanging in midair and with no wings to fly, could not avoid it. Surely she would be pierced by the light and turned into smoldering ash.

And yet she wasn’t.

“Hrm?”

“I told you, don’t underestimate the Remendes family!” Carol said to the surprised witch, having neatly dodged her attack. Though she had been in midflight, Carol had kicked off of thin air to accelerate herself upward. Then she came down with a crescent strike, cleaving the witch’s undefended left arm in half.-Ex Novel 2

Contradictions/Possible Rebuttals

Mid Tiers Have Relativistic Combat Speed

Cecilus who is repeatedly stated to be lightning speed/faster than lightning, is stated to be too fast for Emilia to keep up with

Mezoreia: [CECILUS SEGMUNT――!!]

Cecilus: [Yes, exactly!]

Leaving behind a grinning afterimage, the very next moment the soles of his zori pierced the side of Cloud Dragon’s face.

With an explosive sound, its head flamboyantly bounced back, and Mezoreia’s giant body swayed wildly in the air. Emilia was surprised by how a boy much smaller than her had accomplished this.

Emilia: [That boy, he’s amazing…]

Not only had he stopped the Dragon’s breath as it was about to sweep the battlefield, but he had also proudly stated what was likely his name as he began to fight the Dragon without backing down a single step.

Emilia was captivated by the blue-haired child, who had proclaimed himself to be Cecilus.

It was exactly like she was witnessing the boy upon the grand stage he so boldly spoke of.

Emilia: [――――]

Cecilus’s body moved in and out of Emilia’s vision as if he were a phantom or an illusion. Repeatedly, he entered and exited Emilia’s field of view from side-to-side, from top to bottom, at a tremendous speed.

He was much too fast for Emilia’s eyes to keep up with, so they started spinning round and round.-Arc 7, Chapter 106

Julius fights via amping himself, while nerfing his opponent, yet he could only block/dodge the attacks of Cecilius who is again stated to be moving faster than lightning

“Ine, Ness,” he murmured. “Lend me your power.” Julius raised his sword before his face and closed his eyes as if in prayer; a white and a black glow bestowed themselves upon him. These were his last two greater spirits, over and above the four he had already used.

Cecils, eyes wide and blinking at the display, shifted the sheaths of his blades gently and said, “Oh? Are you a real spirit user? I’ve heard there are many like you in the north, but the only ones you run into in Volakia are evil. Very impressive—an opponent who can use a technique I’m not familiar with? Beautiful. A brilliant stage, shared by magnificent players… Wonderful! One such as I needs an excellent foil!”

“Don’t you think you’re being a bit hasty? I’m familiar with many tragedies that culminate in the hero losing his life. Only your own sword will determine whether you’re starring in such a tragedy at this moment.”

Bravo, what a fantastic turn of phrase! That’s the sort of line that makes a person fall in love with an actor. And such being the case…”

With a pleasant smile, Cecils calmly drew one of the swords at his hip. Then he took a single, nonchalant step toward Julius and vanished.

An instant later, faster than lightning, he delivered a blow that transcended all perception.

“Hrrgh!” Julius only just managed to block this first strike with the upraised hilt of his saber. He hadn’t deflected it consciously; it was an instinctive reaction, one born of the heightened reflexes granted to him by his greater spirits. Julius had been forced to use his trump card at the very first exchange.

“My! You managed to block that? You kingdom warriors are more capable than I thought.”

Julius, keenly aware of the pain in his arm, registered the now-distant Cecils’s surprise. The general had widened the gap again as quickly as he had closed it. His movements were almost instantaneous, truly as fast as lightning. Such speed certainly lived up to his title.

“Well, try, try again! Show you can follow me—unless that first time was just luck!”

“I can only ask you not to go too hard on me,” Julius said, gritting his teeth and forcing himself to sound more assured than he felt. The smile on Cecils’s face shifted at the remark, and The Blue Lightning struck Julius again. The saber jumped in Julius’s hand with every hit. He managed to block, barely, as the clang of steel rang out.

“Wonderful, wonderful! Two, three, five, six, seven! You blocked them all! This is more than a few lucky guards! I’ve hit the jackpot! Now, this is exciting!”

There was a sharp sound of a kick off the ground, and in the next instant came the critical flash of a sword. Again, Julius narrowly managed to parry on instinct, as he listened to Cecils’s laughter get closer and then farther away again. The strikes came from every direction, demanding the utmost from the knight’s swordsmanship. It was all he could do to avoid being sliced in half; the man was nowhere near swift enough to provide any counterattack. Cecils’s movements and strikes were too quick, leaving no opportunity for Julius to create an opening by passing his opponent’s blade, as he usually did. The physical enhancements provided by his greater spirits wouldn’t last forever, either.-Ex Novel 4

After fighting Julius, Cecilus squares off against Reinhard, and is stated to go even faster than his namesake, beyond what Julius reflexes can respond to

“I thank you for the warning. But it would be rather unfair of me to add my strength in this battle. I’ll recuse myself.”

“…?” Cecils arched an eyebrow in surprise.

With the empire’s strongest fighter flummoxed, Julius gestured toward Reinhard—the kingdom’s strongest fighter—with his chin and said, “Since you claim to be the protagonist of this drama, your rightful counterpart is Reinhard. For I believe he is the one who deserves the title you claim.”

“…Ahh, ha-ha, I see what you’re playing at. You think I’ll go mad at that little taunt, do you? Ha-ha-ha, please!” Cecils wore a half smile while he spoke.

Vincent, arms still crossed, let out a long, soft sigh. “You may.”

“And so I shall! Right, excellent, let’s see just how good this newcomer is!” Cecils took the emperor’s remark as his cue, striking a fighting stance with his third-best sword and promptly disappearing. He had sounded completely at ease during their banter, but the prowess of The Blue Lightning of Volakia was on full display now. Julius was unable to see even Cecils’s ponytail as the general sped forward. The strike, like a bolt from the sky, lashed out at Reinhard’s neck with the power of a storm.

“Aw, you must be joking…”

“Many pardons. It happened to be right at my feet, so I just decided to use it.”

Cecils gazed in amazement at Reinhard, who had just apologized for causing such a surprise. Clutched in the Sword Saint’s hand was a katana, or rather, what remained of one. It was Cecils’s fifth-best sword, the one Julius had shattered.

“…!”

That single exchange was enough to convey Reinhard’s unparalleled strength. Eyes shining, Cecils disappeared again. He went as fast as his namesake, then even faster. Multiple images of the man in the blue kimono began to appear until it seemed as though Reinhard was against an army of a hundred. It was beyond anything Julius’s defensive reflexes might have been able to respond to. This surely must have been Cecils’s last resort.-Ex Novel 4

Mid Tiers Have Relativistic Reaction Speed

Julius Al Clauzeria which is stated to be light-speed, requires Reinhard level reflexes to dodge, with characters like Roy aim dodging it

“Carillon…!” He sent his partner dragon plummeting from the clouds toward the ground. The man had cared for his dragon partner since before she emerged from her egg and shared his Odo with her; their souls were bound together. The bond between a rider and his dragon was much like that between an Insect Cage Clan member and his bugs. For the memory of the one who had given them that opportunity and shown them the way, Balleroy and Carillon would wreak vengeance as one.

“”

They sliced through the air, leaving sound behind as they plunged through the blue sky, lining up a shot that would pierce Julius and Ferris both. Balleroy unleashed a globe of light at the nearest one: the girl.

There was a spray of blood across the plain, and her body went flying through the air like a rag doll. The light passed through her back and out the right side of her chest, tearing up her bones and organs beyond repair.

“Sorry, little lady.” Balleroy no longer felt any guilt about killing women or children. To stand between him and his goal was to forfeit one’s life. He understood how brutal that was. That was why he refused to avert his eyes from the sight.

But that commitment, that sniper’s ideal, would be his undoing.

“Wha—?!”

Suddenly, the body of the cat-girl, who should have died instantaneously, was engulfed in an incredible light. It shone so brilliantly that it seared the traitorous general’s eyes; it was an explosive, blue-white shine that Balleroy didn’t recognize as the light of a healing magic beyond all comprehension. Still, he was instinctively cautious, ordering his partner dragon into a steep and urgent climb. They had to gain altitude, get ready for another pass…

“C-Carillon?!” Balleroy almost choked with astonishment as his mount did something he never expected. His fingers brushed along the protrusions on her back—the ones the man normally held on to—and as the dragon twisted up through the sky, Balleroy was shaken loose.

His dragon’s sudden outburst had stumped the sniper, but soon, the reason became clear.

“”

The sky, the blue expanse into which the creature should have been heading, was awash in a vortex of rainbow hues. Carillon was flapping her wings, struggling to escape the colors, but even a dragon that traveled faster than sound could not travel faster than light. She was enveloped by the rainbow and flung from the heavens by its shock wave.- Ex Novel 4

The six strands of overlapping light were a magical composition that Julius had come up with using his skill and a certain idea he had gotten from Roswaal, whom he considered to be the top court magician. This spell had been refined to the point that the light it produced could pierce any and all defenses no matter what form it took—Clarista when imbuing his sword with power and Clauzeria when erupting in a ray.

Those two trump cards were a major part of why Julius was counted among the kingdom’s greatest knights.

It was obvious at a glance that this iridescent beam was dangerous, and anyone foolish enough to think they could survive getting hit by it would not live long enough to regret their mistake. This was what Julius used in his attempt to eliminate Gluttony and all the doubts lingering in his breast.

“What?!”

“—Surprisingly, you have a bit of a soft spot and tend to avert your eyes from unpleasant things, Brother.”

Gluttony, Roy Alphard, was sneering as he bent over backward, just barely dipping under the deadly beam as he scornfully addressed Julius. The ray of light flew fast and true like a speeding arrow. Dodging it required reflexes on par with Reinhard or—

“We idolized you, Brother. There’s no way we wouldn’t know the magic that you worked so hard to develop!” Immediately after evading Julius’s attack like he knew it was coming, Alphard leaped up into the air.-Volume 20, Prologue

This statement is very problematic, and was in the past imo a big point against the characters having these kind of reaction speed, basically we chalked all the Ex Novel Jiwald dodging feats as aim dodging, as we had some dubious statements that made it more likely ie Carol stating Jiwald is impossible to evade

Sphinx looked at Roswaal curiously, but Roswaal steadfastly rejected the witch. “My teacher’s principles were a barrier to progress. You’re just a failed experiment from an earlier time. And I will get rid of you.”

At Roswaal’s answer, Sphinx raised a hand and pointed at one of the agonized soldiers.

“Were you able to respond to what I did just now?”

Her carefully honed sword technique, the ideals she held so dear—none of it meant anything in the face of this monster-Ex Novel 2

But even then as shown in this thread, that same Carol dodges Jiwald, while in mid air.....

Overall as shown in the previous sections, in arc 8, we get multiple characters reacting to light-speed attacks, while being completely surrounded, and while the light-speed attacks are in flight, so aim dodging doesn't work as an argument, but this is still a mess to sort out.

Possible Options

Option 1:

Leave everything thing the way it is now, ignoring every single light dodging feat. This doesn't seem realistic to be, but it's an option we can discuss.

Option 2:

Upgrade the cast to MHS+ scaling to Olbart. Not inclined to this either, we could chalk up Olbart's feat as hyperbole, especially as we have multiple instances of people around his level not being able to see/keep up with the lightning speed Cecilus. Again we can discuss this in more detail.

Option 3:

Give the casts Relativistic reaction speed. This is fairly reasonable imo, it's not without it's issues, but the sheer number of these feats, probably outweigh the contradictions.

Option 4:

Came up with this after seeing this calc, it's not evaluated yet, but it works for discussion. Due to the lack of visuals for a lot of these feats, some of it was up to interpretation, ie we could have assumed Roswaal aim dodged Sphinx's attack, but as seen by the manga, she clearly dodged it after it was going towards her. She not only dodged it, she also punched Sphinx, clearly combat speed.

This feat comes out to Sub-Relativistic. Think it adds more weight to Ex Novel feats, as clearly it can't be aim dodging, so we got all those light-speed feats including the arc 8 feats, vs Roy needing to aim dodge a light-speed attack, maybe we chalk the latter as an inconsistency?

Have to say the Yorna + Priscilla feat adds more legitimacy to this, as it's stated with strong individuals Soul Marriage doesn't give that much of an amp, if we assume they are normally sub-relativistic, and soul marriage amps them a little, them pulling off a light speed feat together makes perfect sense.

Anyway we also see other feats like Emilia dodging not just 1 but multiple Jiwalds, so we could probably do ratings of Sub-Relativistic combat speed with Relativistic reaction speed, though again this also runs into the issue of a top tier like Cecilus constantly stated to be lightning speed, though even the supposed lightning speed Cecilus, in the same paragraph as being stated to be lightning speed, is performing a bare minimum relativistic feat.....

Option 5:

Same as option 3, but upgrade Cecilus and those who scale to him like Halibel to having Relativistic combat speed, due to the fact that Cecilus while causal is stated to be faster than lightning speed, when serious is so fast not even Julius who would have relativistic reaction speed, can react to him. Cecilus own feat of dodging and cutting through light speed attacks, probably adds to this option too.

Well lets discuss and try and sort this mess out, maybe there are more options I am not considering.

This is a long read that I do not have time to go through atm, but I will post to at least have it followed and let it be known that I am following.

the speed state of ReZero finally comes under trial.....
So first of all, starting with the basic parameters
Do we think that Ros J would scale to the mid tiers?
I disagree with this since she is tier 6C scaling to wilhelm instead
Does Emilia scale to the low-mid to the mid tiers?
I dont think she does anymore, she is ATLEAST Low DG level which should be in the upper echelons of mid tier or low echelons of high tier
Where is Olbart in the tiering?
He can vaporize Louis who is formidable on her own and should be relative to her brothers. Olbart is most definitely in the high tiers although i don't think we have anything to scale him to (yet)
He is also relative to Cecilus in speed, so that also gives weight to this scaling. I also have his profile ready in case we need it for scaling
where would characters scaling to Rowan go?
Since the Rowan we scale the mid tiers to rn got FODDERIZED by base Emilia even when she fights 10 of them.....yeah, another reason why she cant be in the mid tiers anymore
Emilia and Priscilla are also still clearly relative btw
There is also the fact that Zab thinks there is going to be multiple hypersonic feats in the anime which would also complicate the supersonic scaling (or not if we assume they were all hypersonic from the beginning and we were downplaying it)

imo the people below Rowan shouldnt be changed, people above Rowan should scale to Emilia with supersonic, Relativistic reactions.
The high tiers should scale to the best feat we currently have for them since being lightning fast doesnt mean they cant be faster, and again. Cecilus was lightning fast against Julius who barely managed to block it and then he went even faster against Reinhard

We can also just scrap the old scaling and focus on arc 7-8 scaling because of Tappei saying he will be amping the verse and not try to make the series realistic anymore

These are my rawest thoughts as of now
I would also like to discuss smth about the possibly FTL+ scaling with Ceci's feats

The Roswaal who did the speed feat is actually 7-A, you're thinking of Battle Ballard Roswaal, who downscales to some extent to ppl like Wilhelm, and Kurgan.

Idk if we want to get into the weeds of where this or that character scales just yet, should probably focus on whether the feats are legitimate to begin with.

The Cecilus lightning speed statements really irk me, in the same paragraph he is stated to be lightning speed, he is performing a bare minumum relativistic feat, almost inclined to ignore it, but we do have 2 dozen of those statements.

I honestly think that we should consider newer statements/feats over older ones as Tappei can obviously change his mind on things (he also said in the most recent Q&A that he’s changed the way he writes fights and is writing them to be more unrealistic now).

well alright then, should probably get the calc evaluated.

i think arc 7-8 feats take priority due to the tappei statement but if we have other things that back it up then thats even better

Cecilus being as fast as lightning doesnt mean he can't be faster (Tappei could also be tweaking and not sure how fast lightning is since some people ARE under the misconception that lightning is as fast as light)
Personally, Cecilus playing with the light speed attacks and then dodging a rain of light clearly gives me the indication that Tappei wants him to be faster (probably faster than light too)

Gasoline on the fire regarding Cecilus
Q: Considering the jump from the moon to the earth, wouldn’t Reinhard’s speed be several thousand times the speed of sound, allowing him to orbit around the Re:Zero world in a few seconds? Who is the character closest in speed to Reinhard? How much of a difference in speed is there between Reinhard and the character closest to his speed?

A: That’s a smart question. However, since the Re:Zero world is not Earth, we don’t know if the distance to the moon is the same as it is to Earth. It might be super close! (laughs) I did that scene with Reinhard kicking the moon back because I thought it would be fun, so I didn’t think too much about the specifics… But purely speaking of “who is the character closest in speed to Reinhard?” Cecilus would be faster than Reinhard. While he’s fast, Reinhard would probably be stronger if they fought. Speed and fighting strength have different correlations.

There are certainly some examples like with the Ex 2 characters of them genuinely reacting to light after it is fired, but unless we get explicit confirmation of this we should not be assuming it is the case. Too much of ReZero's fights rely on predicting your opponents next move before it happens to say that any response to lightspeed attacks isn't just aimdodging.

The Emilia and Sphinx fight is the best example of this. Someone who cannot even track kid Cecilus is simply not reacting to light. She is just predicting them as she has done several times before. The arrows in Frozen Bonds were too fast for her to track so she simply dodged them by predicting them. The gluttonies' ability to teleport made them hard to keep up with so she simply "guessed" where they would be next.

More importantly to this argument, while I don't think it would be impossible for Cecilus to react to a single beam of light in a similar way to Julia, the sheer extent of Sphinx's attacks is just too much for him to keep up with by reacting after they're fired. The very fact that he was struggling despite being able to casually predict what his opponent does at all times is proof that he is just aimdodging.

I'm also not sure why we are suggesting that Olbart being lightning speed is an outlier when Shasuke, Raizo, and Libre who should be relatively comparable get the same descriptions. As does kid Cecilus who he keeps up with. Adult Cecilus is repeatedly stated to be  faster than lightning.

Relativistic/Lightspeed Feats
Balleroy's bullets, while explicitly of a different class than Jiwald and therefore may not have the speed-support of Jiwald, are still Yang spells that prepare and fire a bullet of light. Just something to consider, although to a lesser extent.

She was flying in a state where she was completely dependent on another. By no means could her balance have been good, but Medium’s barbarian sword still caught the approaching bullet of light, and with a sound akin to a splash of water, she cut it down.

Stuck by the impact, and feeling the severed light bullet pass behind them and dissipate to Mana, Roswaal could not help but shudder at the speed and precision of that attack.

――That was a magical technique designed to kill, perfected to an unbelievable extent at the very height of expertise.

He could surmise that the fired light bullet was a kind of Yang Magic, but it was of a different lineage to that of Jiwald, which fired a heated ray of light; the technique of shooting such a bullet of light could not be classified into any category, and was an original creation.

He could not say anything for certain after only a brief moment of combat, but it likely involved preparing light in a form and nature similar to that of the icicles that Emilia would shoot out, which would then pierce the opponent’s vitals. One thing that ought to have been noted, was how instead of a bullet of ice or earth, which retained a physical form, it was being done with light.

By ensuring that physical bullets would not remain in the wound, it would be difficult for an opponent to discern the true nature of the attack, and furthermore, the area around the wound would be scorched by the light, easily causing a serious wound to be sustained.

Roswaal: “Superb magic.”

Roswaal praised it as an attack undoubtedly worthy of being called Magical Bullets. – Re:Zero Arc 8, Chapter 53, "The Magical Sharpshooter"

@VortechsTG Roswaal on screen in the manga explicitly dodges after it's fired.

Perception speed isn't the same as reaction speed, just cause you can't see a lightning speed attack for example, doesn't mean you can't react to it. Emilia's feat is described as deflecting Jiwald on reflex, I don't think there is any prediction there. Even if she predicted it coming, she still reacted to it by instinct, so even then don't think that reasoning works.

Not sure I buy the Cecilus argument either, he could simply be struggling cause he isn't fast enough to dodge that many at once, this inherently seems contradictory. Precog only goes so far, knowing an attack is coming is an advantage sure, but if you're surrounded in all directions by an attack supposedly thousands of times faster than you, knowing it's coming, won't help unless you have enough speed to react to it.

The Yorna feat imo is also unarguable, she intercepted Sphinx's Jiwald while it was in motion to Priscilla. We can argue whether the feats are consistent and what not, but personally I am not of the opinion we should just chalk it all up as aim-dodging/skill, I think we are beyond that, at this point.

There is precedent indeed with Reinhard having higher combat speed, than travel speed, so I could see that working yea.

Could also cope and say Cecilus would beat Reinhard in a foot race, but in a fight, Reinhard is faster

I already acknowledged this.

I never mentioned anything about Yorna but she is constantly fluctuating in power. At times she is outright said to be the strongest being in the Empire.

In any case I am neutral on the Wilogy cast and upper divine generals being given a relativistic rating but I think for Emilia it is far too great of an outlier to be considered at this point. Especially when it easily can be explained by her instincts warning about them before they are fired. I'm not sure how "reflex" is much different from instinct.

I am in favor of the wilogy cast and upper divine generals (Olbart, Balleroy, and Arakiya) being given at least a lightning speed rating. Julius also needs to be given lightning speed reactions (or relativistic depending on what is decided) with amps.

"Sphinx: [――Elimination: Required.]

At that moment, towards the woman who had slightly tilted her head―― a white light shot from Sphinx’s finger, and with an “Eh”, Emilia deflected it obliquely using a mirror of ice she conjured on reflex.

If Emilia’s specialty had been the Earth attribute instead of the Fire attribute, the earthen or stone wall would have been pierced through in a single shot, and possibly resulted in a fatal injury."

Imo this reads as Emilia being surprised by Jiwald, and reflexively creating magic to deflect it, don't think there is any danger sensing here, just that she is surprised, but still deflects the attack due to her reflexes/reaction speed.

But anyway at least we are making some progress here.

Reaction and intuition are different in the base concept entirely.
Intuition is that gut feeling you get while Reaction is that one time you catch the ball randomly when it was accidentally thrown at you

This one is clearly the latter
