Rayquaza possibly 2-A upgrade (Pokémon)

This won't be a long thread and the possibly 2-A rating would be based on Mega Rayquaza keeping up with Giratina however this is the best video that I've found so far :



there are not a lot of things to say about this so there is a high chance that it won't get accepted but I'll still try Well at 2:55 we see Mega Rayquaza dodging Giratina attacks and being able to keep up with him well this shouldn't really count as an Outlier right? I mean both have Infinite speed for them scaling above Necrozma and we also see at 3:05 Rayquaza being able to harm/push Giratina so I think this should give to Mega Rayquaza a possibly 2-A rating and anyone who scales to this version of Rayquaza should also have a possibly 2-A rating unless it's an Outlier?
 
Just because both scale above necrozma doesn't mean they scale in the same way, giratina scales far above rayquaza's league, this is thus a outlier.
 
Yeah, I disagree. We don't use the Hoopa movie to scale to anything but Hoopa because that's just a mess of outliers that would have a bunch of Pokémon shown levels of power they have never shown anywhere close to elsewhere simply because the Creation Trio are hanging about.

It seemed more like due to how most of the movie's setting got cut from the movie version and all the answers to the content of the movie were exclusive to the Japanese novel made by the same writer to show how the "complete version" would be. Things like Ash mentioning the previous movies, Lugia talking with Ash or even the explanation that a "power of a higher-order" was actively influencing the events so that the things would play out like they did, even the spatial hole in the movie got explained as not being stoped by the legendaries because some power was stoping their powers to work effectively.
 
Didn't Ash legit dodge attacks from Hoopa in that film? Like, he straight up went Ultra Instinct on Hoopa trying to punch him.
 
We discarded any kind of scalings from Hoopa movie for a reason dude, otherwise you get also Primals, Lugia, Eon Duo and Kyurem to 2-A.

Same name and cover as the movie with the same writer and so on. But the "Novel" version of it. No online scans other than a demo that shows the first pages that are a monologue made by Ghris that retells the events of the opening from his point of view expanding more on the backstory of the Arche Valley like the rest of the novel does (Like explaning that "Thousand Arms" is how they call the ring that Arceus has and that they decided to also use in order to connect with Arceus).

All that is to know of the novel other than that is due to some Japanese fans making references to it, that are mostly how in the novel Ash mentions the events of the movies, like saying he already met Arceus in Sinnoh or Lugia speaking telepathically with Ash refering him as "exceptional trainer" making a reference to the legend shown in the second movie. The "優れたる操り人よ、君を覚えている" (Exceptional trainer, I remember you) line was talked a lot when Lugia appeared in the new anime due to the anime making it seems that Lugia and Ash already knewn of each other so they used this as a excuse to talk a lot about that line from the novel.
