Looking at this its basically a case of "Source? Trust me bro." we could prolly list examples of others who could destroy the universe with a vague statement just like that and doing so over time. That said it could warrant a range upgrade at least assuming her powers were used there.

The Scan is iffy. You could have posted the actual scan (video) and the Source of the scan. The universe destruction feat can't even be used without much context. All it would give her is Far Higher.

The scan is straight foward enough.
well, since there's no usable timeframe, you can use at most one year since she did it as an infant. It would yield around 3B results which i personally think is fine. Although, I'm not a big fan of raven magic scaling to her physical stats
