Dude, I love the idea of this fight but almost a year ago I made a battle between 6-B Kenshiro and Kaido (before Ken got upgraded to High 6-A/5-C at his peaK) and the verdict was that Ken stomped.

Kaido upscales from 63 teratons, which while stronger than 30% Beginning-of Series Raoh isn't stronger by that much and nowhere near enough to make up for Raoh's insane hax, never mind that Raoh can go to 182 teratons, almost 3x Kaido's power, which is just overkill.
As for speed, it's actually about the same.
Kaido = Big Mom = Marco, who is about 3.616c
100% Raoh = 3.33x Base Raoh >= Juza >> Garuda = 1c
So while 100% Raoh is "officially" 3.33c, it's likely much higher since he is 3.33x faster than someone who is far above the speed of light, meaning he upscales.
So Kaido has to hope that he can beat Raoh before he goes 100% and evens the speed gap, otherwise Kaido is screwed.
And the power gap between them is nowhere near enough for Kaido to one-shot 30% Raoh, especially since Raoh is just as much, if not more of a stamina monster than Kaido is. He's lost like a gallon of blood in his fights with Kenshiro yet refuses to back down. He can edure having his own heart, lungs, and ribs destroyed (according to his profile).
So this is kind of a stomp, except Kaido technically has a wincon if he manages to overwhelm 30% Raoh before he can go 100%, but I don't see that happening in most cases, so I give this to Raoh.
Also, Raoh can just go 100% from the get-go if his precog lets him realize that Kaido is faster and stronger than his 30%, something that Kaido would likely allow due to his desire to fight strong opponents and his honor code.

FOTNS characrrs are hard to get good matches for. Either too strong and hax or too weak and haxless.

Pretty sure Kaido and Big Mom are > Marco in speed, who himself its easily faster than characters who are near lightspeed if not faster than light.

Kaido doesn't just upscale to 63 Teratons, he can further increase his stats with his Hybrid Form, Haoshoku Infusion and Shuron Hakke, so the the gap in power itsn't that massive.
Beside 3x difference of power it not big enough for Raoh to just oneshot Kaido.

Looking back, Big Mom is faster than Marco. And Marco on his page has a 3.6c feat
I know that (and I honestly am surprised Kaido with Hybrid and Haoshoku doesn't upscale to High 6-B), but the point is that even if Raoh is weaker (which he only is at 30%), he doesn't need strength to win since he has so much hax that negates durability.
Kaido needs to be both stronger and faster in order to beat Raoh, since he needs to overwhelm Raoh's durability while also being fast enough to dodge his attacks (since even one good pressure point could probably kill him).
So Kaido could overwhelm Base Raoh, but he lacks the power to one-shot him, not to mention it would be in Kaido's character to allow Raoh to go 100%, which all but negates the huge speed advantage Kaido had and makes Raoh too tough for Kaido to put down, making it even easier for Raoh to kill him via hax.
