Range vs Intractability?

Lets say character A is 3-C however has something that grants him H1-C range, can he interact with character B who is 2-B who has something like NEP Type 2 or Transduality Type 1?
 
NEP2, probably not
TD1, could possibly depends on what the 3-C has with "something" that granted them H1-C range in the first place ig?

For the 3-C lets say he had an ability that was able to reach a High 1-C place like something like conceptual manipulation
 
Range doesn't grant the ability to interact with anything more than what you would be able to interact with normally. It can help with beings who are ridiculously huge, or have bodies/forms in other dimensions, etc, but other than that, no.

what if A has hax/ability that smurf or the potency of his hax is H1C level
 
Smurf Hax or Higher Potency Hax lets you ignore stuff like Transduality & Acausality, but not NEP or AE.
The same goes for the NEP. If you have enough range and power, you can take out a NEP character with range even if you can't actually kill them. Because even NEP is only taken as far as it is shown

But when it comes to this situation, a 3-A character can't hurt a 2-B character in the first place, in short, the range doesn't do much here. But if this character has smurf hax, then the case is change.
