Voting Raven, she has pretty much everting Rainbow Dash has and more as well as much more combat experience. Raven also has a weapon that Rainbow can't block.
Besides Rainbow has to break through Raven's aura first....
I don't know the difference in their AP but it's not gonna make much of a difference here
