I would give this to Mysterio. Rainbow Dash's ability to amplify herself would certainly be useful if the two went one-on-one, but Beck's not going to face her directly. He's to use a good amount of summons and ranged abilities to keep her at bay as well as focused on threats that are not himself. The benefit of Mysterio in this form is that he can essentially use his trickery and misdirection to far more potent and dangerous extents. Given Rainbow Dash isn't a clever enough tactician, I don't think she would have many counters
