Nope. SBA assumes the strongest version of a character if that's all one would be saying.
Therefore you should use the Base Form of Rainbow Dash to make this a fair fight. You gotta say that in the OP.

Alright and... Rainbow speedblitzes badly. 3.5c compared to 2.35c. Equalize speed so I can ACTUALLY get to arguing.

Flashy Flash has higher AP by just over 2x and has slightly less speed by less than 1.5x, however it should be noted that the feat Flashy scales to was extremely casual while holding back, and while not at his best could fight competitively against 4.33c characters. He upscales massively from 2.01c feats as well, so speed should be at the bare minimum equal.

I'll give it to Flashy Flash for sure. He is stronger in both AP and LS meaning any physical encounter they have would go to him and his lethality with his blade skyrockets as he was able to one-shot two people who have higher values than Rainbow Dash at the same time. He's also far more skilled in combat and more experienced against all types of creatures as a ninja and hero so he'd have no issues finding ways to deal with her kit.

Never knew this or I would have actually got to arguing.

But yeah going with Flashy here. Flashy has the skill diff and a half here so he should be able to deal with Rainbow Dash here. Don't get it twisted, Rainbow Dash will be able to hit and somewhat keep up with Flashy, but Flashy just has the AP and LS advantage so he should arguably be able to take this.

Being completely honest, he might just deflect her attacks and then use an ultimate attack to amp himself to higher speeds to cut Rainbow Dash in half, or access even higher speeds and more potent attacks with his forbidden techniques.

WHAT? I SPECIFICALLY CHOSE PEOPLE IN THE SAME TIER TO AVOID THIS EXACT PHENOMENON! I AM SO MAD RIGHT NOW.
Edit: nevermind it's actually a close fight. Continue your debate. As the matchup organizer I am abstaining from giving my thoughts as I am trying to scale all character's power as accurately as possible.
