Ragna via Soul Manipulation and more experience in fighting. Scrooge has no way to win on someone who can absorb his opponents' souls and use it to heal his own.

Even with flight, Ragna had taken down people who are far more stronger than Super Scrooge and Super Goof, like Hazama, Jin (who can also fly), Hakumen (who can kill people by erasing their time), and Yuki Terumi (a.k.a Takehya Susano'o, who can become stronger by the anger of his opponents)

So that's a win for Ragna. Super Scrooge has no way to win.
