Some relevant info about both characters

AP: Roshi is 29.6 Exatons while Ryuko is 34.2 Exatons so while she has a 1.15 AP advantage, it isn't too substantial
Stamina: Ryuko has very high with a large description as to why (too big to copy and paste) while Roshi has high with no further explanation so she beats him stamina wise
Combat ability: Roshi has a large skill advantage due to how long he's been doing martial arts in general although I don't know much skill feats/statements for Ryuko so the gap could be lower
Extra: Ryuko has reactive evo which allows her to get stronger the closer she is to death, Roshi has paralysis, sleep inducement and his pseudo electricity that could help stun Ryuko or put her to sleep
