R.O.C as a power

Serious answer: Plot conventions aren't used as powers/abilities on the site, unless they are usually portrayed like so decently often in fiction, such is the case with Toon Force, but an ability reliant on the Rule of Cool is simply way less common (especially in a manner not related to Toon Force), and otherwise would just be classified as another ability depending on the context.

If it's not described nor treated as an ability, but the character happens to do nonsense seemingly with the Rule of Cool as a extrapolable reason, we just ignore that as it can easily lead to inconsistencies deriving abilities from something left quite vague to begin with, and instead list what was somehow done by the character more specifically.
