If a verse states that the universe was destroyed into complete nothingness and then recreated over and over again — forming a loop that has repeated hundreds of millions of times — and there is a sword that has persisted through each of those loops, recording the history of each iteration up to the present…

And it’s also mentioned that in the current loop, something is different compared to the infinite timelines…

Then what would the cosmology tier be?

At first, I thought it might be 2-A due to the infinite timelines and the endless loops, but now I’m unsure. It feels a bit weird, since the whole thing seems more like repeated destruction and recreation rather than separate timelines.

Technically, the loop is configured so that if A is killed, the universe will be destroyed and reduced to nothingness. The sword recreates the loop each time.
 
That would be Low 2-C again and again. Assuming obviously that the destruction is also temporal and not just spatial, which seems to be the case.
 
It would just be Low 2-C since its just one space-time continuum that's getting created and destroyed over and over again. It can reach 2-A if these cycles also branch new realities as is the case in some works of fiction. Other than that, cycles are not higher than Low 2-C without further context.
 
it is safe to go with Low 2-C for this unless the sword exist in a higher time dimension which lets the user of the sword or the sword itself access all previous infinite loop even if they are destroyed, there is an argument to be made for 3+2 for the entire verse. For this claim to work, even if the story itself says the universe is in eternal recycle loop, there is smth like reposetory or akashic records which have all the deleted timelines as well and sword access that instead of just 'remembering' what happened in the recycled universe.
