So, she has a direct connection to the root in a similar way to Ryougi Shiki, but her reality warping is able to be negated by the counter force due to not having many magic circuits, but the counter force doesn't just remove her. does that mean that she's on the same level as the counter force? and if so, what tier do characters that scale to the counter force go at?

Probably nowhere lol, maybe below average human since she's a frail little girl physically if I had to take a guess.
But if you want to use the Magi scaling reasoning it could be up to 6-C ig.
