As birds obviously do not have arms, how do we determine their range?

Question regarding certain birds' Range

That's an interesting question.
If we had a 1km big character incapable of movement, would its range be 1 km, because it's that big, 500m, because that's how far they can reach from their center, or 0m, because they can't attack beyond their initial location?
Anyway, I think for a bird wingspan or neck length would be a valid estimation, depending on what they strike with.
