So, suppose there exists a cosmology with several universes (Low 2-C structures).

Would the timeless space between those universes be considered 4-dimensional?

(Optional) If possible, explain why.

I think it depends on specific of this cosmology and how it is portrayed. If the space is perceived as a higher dimensional bulk space then it could be 4D but if its just portrayed as a separate dimension entirely then it may not.
 
We treat a space that contains more than one L2-C structure as 5-D. But it should be noted that this does not make it low 1-C. Because even if we consider this place as 5-D, we don't know the size of that 5th axis. But if there is no time dimension there, then it will be 4-D because there would be only 4 spatial dimensions.

And the reason why we consider it 5-D is because in order to travel between the 4-D (3 spatial and 1 temporal) structures and to keep them perfectly separated and parallel, we need an extra axis that extends in a different direction from the other 3 (spatial) axes and it would be 5-D (4 spatial and 1 temporal). You can think of it as taking 2 squares (2-D) and needing depth to travel between them, just like a cube.
