Nah I used to think that but fujitora is pretty weak for an admiral, it would be an association fallacy if the only reason for issho to scale to the admirals is that he is also an admiral.

It's not like the World Government measures someone's power, says "Alright, you're Country level, you can be promoted to Admiral now."
Ranks don't mean everyone at that rank is equal in all stats.
