Because different Power Scalers use Passive to represent 2 things..

1. always active (Passive ability)
So essentially an ability that is on 24/7 never and stops affecting something

or

2. Instantaneously activated (Passively activated ability) an ability that activates without influence from the user and activates literally instantaneously. So it appears as though it’s always active but it’s not.
