question about unmeasured speed

whether immeasurable speed can get resistance from stop time? Can passive abilities be countered with immeasurable speed?

From what I know, immeasurable speed bypasses passives. However, if the passives are too fast even for immeasurable, then obviously that's not the case. Not sure about the time stop thing though. I imagine it still works on them.
