Question about this feat

It's stated that one of the characters, with their level alone, could pierce the galaxy using their level alone. So, is this 3-C or does it have any other meaning?

In the same verse, some characters could destroy a solar system, and characters who are stronger than him are considered tier 1. and, I'm still unsure whether I should scale him to 3-C or not

One more question If the universe is infinite in size and it's stated that 27% of the universe is composed of dark matter, will characters who can manipulate it still have an infinite/Universal+ range, even though it's 27% only?
