I don't think so. Partially the idea is that the sound is specific in a way it entrances others. Some people are more susceptible to certain sounds and others aren't. It's more likely the character isn't susceptible to the specific frequency/melody as others due to biological reasons not given in verse. For instances, people hear sounds differently due to the way our ears are shaped or how our brain processes it. See with the Demonic Illusion, Ma and Pa have to get the
sound and melody right and it takes time to take effect, but whether we know if this frequency and melody works on everyone or Jiraiya/ma and pa block it out prior is unknown. Tayuya's flute genjutsu entraps the listener by the "fascinating tone" of it but this is also unknown if it works on everyone. Sirenoid I don't know if there's more to it, but I'd say the fact the two kids aren't affected, this is likely something specific to the bakugans, if not then it's just as I said before.
