Question about power system and higher dimensions

Let's say there are two higher dimensions that are well proven to be Low 1-C and 1-C, are not spatial or temporal and you can't leave from 1-C dimension to Low 1-C one.
Let's say there is power system from level 0 to level 20. You are completely powerless at level 0 and the higher the level is, the stronger you are.
Let's also say that at level 10 if you want to get stronger you must ascend from Low 1-C to 1-C dimension.
If someone is born in 1-C dimension they wouldn't be level 10 immediately but level 0, but since it's 1-C dimension everyone from that dimension should be more powerful then anyone from dimension Low 1-C.
What happens if they aren't and still follow that power level system, would that be a contradiction to higher dimension being 1-C?
What happens if they are, would it be contradiction to already established power system?
Are there ways for this to make sense without contradictions?

I don't know if what I will say will answer your question, but living in a higher dimension doesn't necessarily mean being stronger to lower ones nor scaling to that dimension.

For example, the second dimension exists within the universe, yet it isn't three-dimensional.
