If A character can destroy a entire multiversal structure containing even Erased Timelines, who that give him Non-Existence erasure?

What do you mean exactly? Do you mean the structure used to have Timelines, that got erased at some point? Or they literally are stated to contain erased timelines.

In my opinion, you would need a statement that those non-existent timelines where destroyed.

What if the character is stated to be able to wipe out the whole multiverse, including those non-existent timelines?

If the timelines are explicitly mentioned in the destruction statement, then sure.

As long as the erased timeline is confirmed to be a part of the multiverse, and the statement truly mean the whole multiverse is destroyed/erased, then yeah it give NEP EE

History mostly, some wacky verse should involve Time however, depend on the verse contexts, but usually it is History
Because Zeno erased timeline along with a dimension devoid of space time concepts. By default every erased timeline is NEP Nature 1 Aspect 5 History, in order to have other aspects you need more contexts and evidences for said erased timeline, or the feat
