Question about NEP

I have a question about NEP (Nonexistent Physiology). According to the Nonexistence Physiology page, a character who is a victim of existence erasure will possess NEP. If a character is erased from existence but can still think and perform certain actions, even if they cannot use their full power, can they still qualify for NEP?

What I mean is, the Limitations section states: "The character might not be able to interact with reality."

But it wouldn't be applicable in combat, would it?

Kinda? I mean while the character wouldn't be able to interact with reality, the opponent wouldn't be able to interact with them without NPI. So it depends, in a vs matchup it'd probably be seen as incon or something

So I guess this NEP1 non-combat could only be a tie at best for a matchup.

If the character is unable to interact with reality yeah, since, there are plenty of NEP users who can do so just fine. Otherwise, yeah
