Question about multipliers in tier 2

So from what I have seen, multipliers in tier 2 is mainly declined due to the fact that a Low 2c character wouldn't be able to affect the space outside the universe, which is possibly higher dimensional(?), but what about 2c characters? I mean, 2c characters can affect the space/void between universes, So if you multiply all their arrtibutes by, lets say 10, Shouldn't they be able to affect more universes and possibly be 2B?

I apologise, if this question has already been asked and answered, but I have had been having this query in my mind for a while.

I think it's a case-by-case. Sometimes you can do that while other times, you can't. I think it depends on how the universes in a multiverse is showed off. Like for example, in Tasty Planet Forever, Grey Goo can eat multiple universes as if there is a finite if 4D gap between them. Likewise, while the Dragon Ball universes are 4D, they are all arranged in a nice, even circle.

In cases where you can't, universes in a multiverse can be seen as complete unknowns in terms of what sort of gap there is, meaning you have to assume the gap is straight-up inaccessible unlike the gaps in Tasty Planet Forever and Dragon Ball where the gaps are clearly visible.

There is a hypothetical finite distance between universes in a multiverse (it's purely hypothetical, so don't quote me on that), but it's 10^(10^115) yoctometers, which is a value no calculator can ever quantify (not even Microsoft Windows calculator, and that thing can do anything!).
