Shouldn't Monika be listed as acasual or possessing resistance against destiny manipulation (rather than plot manipulation) from the fact that she broke out of script and was capable acting outside of it?
 
No.

Plot Manipulation and Fate Manipulation are different things.

One is able to manipulate the story, one is able to manipulate the future.
