Question about Invulnerability vs Dura Neg

I have two characters. Character A has dura neg that can bypass Invulnerability. Character B has Invulnerabilty that can't be bypass by Dura neg.

So... Which skill overlaps the other?

Well, if Dura neg is specific to invul I think it should ignore invulnerability that is resistant to Dura neg as long as that dura neg has not been something so broad (example invulnerability to total physics only)

dura neg, it is an incredibly broad power, that simply resisting it is near impossible if we are realistic.
