Question about High 1-A

So im abit confused on what would exactly qualify for a High 1-A raiting. It says something about exceeding another 1-A, on the same scale that you exceed an 11-C. So does that mean, in order to qualify for High 1-A you need, to see regular 1-A's as merely fiction, no different then writing on paper? And if that is the case, is it possible for there to exist two High 1-A's in the same verse?
