Is transcending H1A infinite times is a Tier 0 achievement?

I am in favor that this is not Tier 0, but I still want to be sure.

Edit: In the context of a hierarchy, i.e. in a situation where qualitatively transcending each other goes on forever.

One infinite times transcendence gives 1 layer. An infinite number of structures that constantly transcends each other is an infinite layer.
 
Transcending a High 1-A being or structure, via Reality > Fiction, Seeing it as Infinitesimal/Finite in comparison, Viewing it as Nonexistent, or any other method of transcendence would bring you 1 layer into High 1-A.

Doing this an infinite number of times would put you infinite layers into High 1-A. The only way to reach Tier 0 from here is to be beyond any extensions of High 1-A, any amount of layers or levels, transcending the tier as a whole instead of just the topmost layer of it.
