Question About Generic Feats

I was thinking on how to rate some feats for the Swords and Sandals series, but problem is, there is no information to go by.

From the Tome of Lore, we have a battle between the Grail Knight and the Dusk Harlequin shaking the lands around the battlefield, which are implied to be very large, and a cabal of lichs casting a storm cloud that blocked the sun over the entire battlefield. Antares also summons an immense cloud that covers his entire army, making the sun unable to shine through, HeChaos summons incredibly violent thunderstorms that cover the fields of Eddengarth, wiping out entire armies, and lastly, Antares' power sets fire on the entirety of Suul's Gateway, an immense city, and colours the sky while also making the clouds change shape, and his power had previously shaken an entire tower, from the depths of its catacombs to the top, with said tower having more than 20 dungeon levels under the ground, and it was the tallest tower in a port city.

In all of those feats, the only thing we know for sure is that they were done incredibly quickly or as close as instantaneously for practical purpose, and in the feats that involve armies, said armies numbered in the tens of thousands, so those aren't feats done overtime nor through extensive preparation. Other than that, there's no specifications.

All that seems like Town level to me, but I'd like to have more opinions than just assuming.
