Question about Demi-Fiend

On Demi-Feind's profile he's rated as 'At least 7-C' for being superior to the weak demon Aeros, the embodiment/controller of the world's wind, who should at least be capable of creating tornadoes. This is all well and good except...creating a tornado is only an 8-A feat, even the previous calculatio that was listed on his profile yields 8-A results. Should he be knocked down to 'At least 8-A' or does he have some other feat to justify his current rating?
