Question about 2-C requirements

If possible, could someone please explain to me the exact requirements needed for someone to be rated as 2-C? For example, say if a character is known to have created, let's say, hundreds upon hundreds of different universes and can manipulate them to their will. Would that be Multi Universe Level, aka 2-C? Or is it something like Universe+ level, aka High 3-A? If someone could answer this for me, i'd very much appreciate it.

Destroy time-space, have it stated that your 4th dimensional and i'm fairly sure erasing the concept of something across different Universes also works.
