Yes, 2-A AP one shots characters with 2-C durability, even a 2-C that scales to 4 space times can one shot a 2-C that scales to 3 space times

you don't need 2-A to one shot, if someone destroy 2 universes he get one shotted by someone who can destroy 3 of them, or even by someone who is much stronger than the baseline
