So... what does Kruber do again?

Is there another character in Warhammer that would be balanced against Leos?

No. The only 8-A who could deal with High-Mid to any decent degree is Sigmar and he massively outskills to a degree even beyond what Kruber does. Also his way of dealing with it is inconsistent and Ghal Maraz's passives would surely be a hamper.
