I’m not sure who wins. I’m tempted to say Penny if she can get a laser off but if Pyrrha can get close enough in time I can see her defeating Penny in melee. Pyrrha does have her polarity semblance though which gives her a massive advantage against a being made of metal, and even if she doesn’t go all out this time she can definitely use it to stop Penny’s swords. I’m voting Pyrrha

She was specifically noted to be Beacon’s best fighter though. To the point that Ozpin chose her to be a maiden. And if she even barely uses her semblance then Penny is screwed.

Pyrrha’s semblance would be an instant win con though, considering Penny’s made of metal. And remember, Pyrrha uses her semblance in all of her fights, it’s how she got so far in the Vytal festival and why she seemed unbeatable to most of her opponents. I don’t see this playing out too much differently to canon apart from Pyrrha probably won’t end up dismembering Penny here.

She uses her Semblance in subtle ways too

Penny can’t really do much without her weapons though. She needs them to use pretty much all of her attacks, most notably her laser which is her best weapon. Pyrrha’s shield could also block Penny’s swords pretty easily, even if Penny did manage to get a hit off.
