No they cannot. There is literally no indication that they scale, in fact Victor had trouble with the Galarian Legendary Birds even after he already caught the Regis. The only possible way they MIGHT scale is the fact that Victor caught both old and new Regis, but that really doesn't tell us much. Just because they're kinda related to Pokémon we've seen in the past isn't enough to warrant them staying until they become not featless.

Using the player to scale isn't allowed, and you can catch the birds before the regis, there's no set order to complete the missions (besides the UBs one).
And don't pull off the "you are forced to catch them to finish the mission", it's game mechanics, it's forbidden since always, an accepted CRT to clean up the remaining profiles that still used this (and stuff akin to it) has been done some months ago and with that reason you can get hundreds of random trainers at high tier for battling you in all the games were it's mandatory to catch legendaries (B&W, S&M, ORAS...)
And it's reasonable to scale regis and birds between each other, they are almost the same Pokémon, you should find something to demonstrate that they DON'T scale.
Otherwise all similar legendaries don't scale between each other anymore, some of them become tierless and even most of the Pokémon go to hell because how do you know that first, second, third stages, megas, dynamax and so on are comparable to each other?
And scaling characters for being comparable to each other, even without direct evidences, is a thing allowed in the entire wiki as long as there are good reasons to make the assumptions, and both the birds and the regis have such reasons.

Ok, I'm not entirely sure about this one, I just want to call mods attention to this. Is this profile https://vsbattles.fandom.com/wiki/Porno_Diane? I mean, just look at the name of the character, plus her picture is already very suggestive. I remember a character Johnny (or Danny, I don't remember) Sexbang was deleted solely based on his name, so should this character remain?

This is one of the most commonly brought up requests historically, but just some recap. The image is only like PG-13 level at worst, and it comes from a recognizable franchise here. Also, "Porno" is actually a legit first name apparently. I don't know many other details however.

She has no reason to be stronger than Kid Goku let alone early Saiyan saga Goku. She's just a Civilian type character much like Bulma or Chi Chi; only she can survive on a 10 G environment; her only notable feat. IIRC, she can't even fly or shoot Ki blasts like most civilian Saiyans are from what I recall.

why was deluge of the abyss deleted? The profiles were valid and had explanations for their tiers. Popularity shouldn`t be a factor whhen deciding about profile by that logic we would have to delete I/o and other obsure verses

I/O is nowhere near as obscure as Deluge of the Abyss. I/O was reviewed by a magazine, and was discussed on IGN. Deluge of the Abyss has only been discussed on battleboards.
EDIT: To clarify, this isn't a very high bar that has to be met. It doesn't have to be Lord of the Rings to get a profile. It just needs to have an amount of notability/popularity outside of battleboards.

Danny and the rest of Ninja Sex Party was deleted because 99% of their feats were imaginary, not because of their names (Though seing as they have actual graphic novels and more grounded feats now they could viably make a comeback).

As with all music videos, there were also some worries of continuity tied up with the imaginary-ness, which shouldn't be an issue with graphic novels. Unless the graphic novels have some blatant shit showing that it's not real/just a performance, I'd probably be fine with them coming back.

Just a mention that the EX profile pages are part of an alternative timeline that diverged after Street Fighter II, that the EX characters should not scale to any feats after that point, and that the regular canon characters should not scale to the EX characters at all.
