Click the "ADD" button on the top right. A little GUI should pop up saying whether you want a blank page or standard format (if you don't get this, switch to classic editor as your default editor in your preferences, although it is very much preferable to use classic anyway, to avoid messes in code, have access to certain things in classic, etc). Use standard format, it sets most of everything up already. After that, just look at another page to get the formatting and stuff. This page would probably be a good reference.
