EDIT: I changed my mind as "At least 2-A, likely High 2-A" would be a more preferable tier for GOLB.

That's omnipresence actually unless something is limiting GOLB from entering certain dimensions which is likely not the case atm.

Existing outside of space-time is infinite speed at best, and likely not in this case, given that Finn could move fine in that place when he first encountered GOLB.
