THIS IS PRIME RAIZEN!!! And his page say likely much higher than country level. So it is not far fetched to say he's low 5-B

We can't just say he is Low 5-B just because it "isn't far fetched" it just says it could be higher than his weakened state.

And also it is farfetched because 6-B to Low 5-B is a HUGE astronomical jump and being in his prime definitely does not make him that strong.

So it is best to only match Madara with other Low 5-B's or Raizen with other 6-B's
