I'm here to talk about why Prime Kaguya and Revived Kaguya have 2 separate power levels
Prime Kaguya Feats:
-Ate the God Fruit becoming multiple times powerful
-Created Multiple Planets and a Star which they revolve around
-Kaguya has 2 sons Hagoromo and Hamura who inherited her chakra through blood rather than obtaining it so the power they used to fight and seal her was their power
-Fought Hagoromo and Hamura for a period of time and was eventually sealed into Moon with her power and ten tails being stripped from her
Revived Kaguya Feats:
-A low on chakra revived Kaguya Used 10 Tails Madara body as a catalyst to come back and absorbed a ton of chakra from allied shinobi which Naruto states is more powerful than the Juubi. Kaguya absorbs this becoming a fraction of what her original power was.
-Kaguya fights Naruto and Sasuke throughout her planets
-Together Naruto and Sasuke prove too much so she splits them up before they try to seal her again
-Kaguya fights Naruto and his clones for a extended time till Sasuke arrives and she changes planets again
-Kaguya completely destroyed Sasuke perfect Susanoo
-Kaguya arm is sliced off by a angry teen SPSM Naruto
-Kaguya absorbs a extended amount of chakra from the allied shinobi to form enough energy to destroy her entire space with the ETSB
The big difference:
Prime Kaguya has 100% of her full power and has created a Star, planets, and moons.
Revived Kaguya needed the chakra of allied ninja combined with herself to generate enough power to use ETSB
Naruto alone in BSM chakra was more than the entire Shinobi Force combined. Naruto was amping the shinobi Power Levels times 3 based on Kakashi's statement. Together with Naruto they cut through the 10 Tails Limbs and damaged it. But they couldn't do this with BSM Naruto. This would also be consistent with Raikage statements of 100+ lightning jounin of unknown status (most likely jounin) chakra combined was enough power using a canon to nuke the moon and raikage has no knowledge of the moon or part of it was hollow
The allied shinobi is a nice fraction of Prime Kaguya chakra But SPSM Naruto and Rinnegan Sasuke are even larger fraction of Prime Kaguya's Chakra and the gap in power between revived Kaguya and Naruto and Sasuke shouldn't be huge excluding ETSB
Prime Kaguya would also be able to generate more power than her Star Level ETSB
So this would mean Hagoromo and Hamura would scale to Large Planet Level for fighting Prime Kaguya And Naruto and Sasuke Large Planet Level with 3 Headed Asura Kurama and Biju Ultimate Susanoo
Kaguya was going to destroy her entire space while only being no more than half her original prime power
