How best to interpret statements like this:
It'll take 10 of character X to match character Y

A. Y is 10 times as strong as X(AP, LS and SS)
B. Y is 10 times X (overall stats)
C. Y is unquantifiably superior to X
D. Skill statement
 
C- Unless more specific statements about power.
Y could be just 2 times stronger than X and still be able to handle 9 of X character but because of the number be unable to handle 10. There could be multiple reasons for why a character can win over other that is not in the stats example Batman with his marcial arts"mastery" can likely defeat 10 characters as strong and as fast as him who dont have proper trainning.
