The Island level ratings currently come from BBB Blaze creating a giant meteor. However, since it is close to baseline Island level+ (1.16x), some characters could upscale to that, most notably Galaxy BBB's Light and Tier 2 elements, Nosebot Jugglenaut, Retak'ka, Captain Vargoba, etc.
