What is the feat or scaling that put thos two at 8-A?

I mean they could figth a grey demon, Hauser faught Diane at the tournement and had a power level similar to gilthunder.
 
If I'm not mistaken, they're apparently being scaled to mcb for taking and blocking blows from three different small city level characters and two city level characters… I can't make sense of that either.
