"Possibly" rating in Vs. threads

So, I have heard conflicting information about whether a character's "possibly" rating for a tier disqualifies them from fighting a character with the same tier without the "possibly" qualifier.

For instance: Character A is rated possibly 5-B. Character B is rated 5-B. Is a fight between these two allowed? Is it just assumed that character A is 5-B for the purpose of the fight? Or is character B just considered more powerful by virtue of their tier being more certain?
 
Possibly is only for determining character stat placement. In battles, if a character is possibly 5-B, then we treat them as a solid 5-B character for the sake of the fight. Being a solid planet buster doesn't make you stronger, it just makes it more certain.
 
"At least" does mean something. If you're at least 5-B for effortlessly killing a baseline planet buster with just a flick of the fingers, then of course you're stronger than baseline planet busters.
 
The possibly basically gets ignored and we assume it's just whatever said rating is unless specified by OP, on both accounts.
