I mean, her quirk just reverts people bit by bit and accelerates. But rewinding her father didn't nope herself out of existence. It has no effect on the timeline as a whole, its just basic rewind hax.
Unless its something like Ekko, who literally rewinds time and is shown to be shattering reality and splitting countless possibilities, counting it as 4-D because "it changed the future" (even tho Nighteye just felt that was absolute, and wasn't 100% certain of that), then the "lol 4-D powernull" is noped.

I only brought it up as a possibility, not an absolute.
It could very well turn out to be 4D later on. It's fiction.
